Republican gubernatorial candidate Bruce Rauner has some choice words for the budget that state lawmakers passed.

Not honest and phony are the characterizations that Rauner applied to the $37.5 billion spending plan that lawmakers approved last week. Why?

“The bill that they out through and voted on didn’t balance.  It took money out of special purpose funds and took it for other purposes, which is wrong, it didn’t allow for (paying) the increases that they negotiated in some of the government worker contracts. It doesn’t balance,” he said.

The next fiscal year starts July 1, so the governor has until then to sign, veto or amend the budget.  Rauner was asked, but he wouldn’t say what he would do with this document if he were governor now
