ROCKFORD, Ill. (AP) — Officials in Rockford say there's no enthusiasm for a snow-shoveling ordinance that would require homeowners to clear sidewalks in neighborhoods.

The Rockford Register Star reports that city leaders are instead encouraging residents to help one another shovel snow.

Rockford requires businesses to clear sidewalks by noon the day after a winter storm. City officials waited until this week to begin inspections and issue fines following a snowstorm last week.

Alderman Tom McNamara says Rockford doesn't have enough employees to enforce mandatory snow-shoveling in residential areas.

The National Weather Service says December brought 5.2 inches of snow to Rockford, which was 6.1 inches below normal December snowfall. It was Rockford's warmest December on record since 1905.
