SPRINGFIELD, Ill. (AP) — Gov. Bruce Rauner is set to lay out his agenda for his first year in office with a speech expected to focus on jumpstarting job creation and changing how state government works.

The Republican's first State of the State address is scheduled for noon Wednesday.

It comes as Illinois is facing a multibillion-dollar budget hole and some programs are running out of money. Those financial problems will be the basis for almost every policy Rauner is expected to propose.

Rauner says what he's trying to do in Illinois would be "the biggest turnaround in America today."

Rauner says Illinois needs to reduce spending on Medicaid and pensions and make the state more business-friendly. He's also expected to reiterate his call for increasing education funds, though he's not said how he would pay for it.
