Audit Says Overtime Abused by Illinois Corrections Department Workers
SPRINGFIELD, Ill. (AP) — Illinois' auditor general contends the state's prison guards have been abusing overtime rules.
In a report released Thursday, Auditor General William Holland said Corrections Department workers have engaged in "shift swapping." That's a practice in which workers use sick or personal time for a regular shift, but worked another shift at the overtime rate of pay the same day.
Holland contends in his audit that not only does the state pay the employee at the overtime rate, but it also must pay another employee overtime to cover the shift for which the leave time was used.
American Federation of State, County and Municipal Employees Council 31 spokesman Anders Lindall says there is no solid evidence "shift swapping" occurred. He adds there may have been good reasons for workers to have skipped their scheduled shift.
