On his first full day as Governor of Illinois, Bruce Rauner signed an executive order which immediately freezes all state discretionary spending. Executive order 15-08 also halts the awarding of contracts and grands and instructs the sale of surplus state property.

According to a press release, every executive branch agency must now report to the Governor's Office of Management and Budget to report every contract awarded on or after November 1st of last year. Agencies were instructed by Rauner to halt the sale of motor vehicles and put a stop to out-of-state travel while limiting in-state travel.

In explaining the move, Rauner said, "Every dollar the we spend unnecessarily in government cannot be used to help our most vulnerable citizens."
