Rockford has announced a program to support the expansion of new local businesses, job creation, and long-term economic investment in the area.

A New Initiative to Strengthen Rockford’s Economy

According to a press release from the City of Rockford, a major economic development initiative is set to launch, aiming to help local businesses expand operations and drive long-term investment in northern Illinois.

The Business Advancement Program is set to open for applications on December 1, 2025, and will offer five-year forgivable loans to qualifying for-profit businesses operating in commercial or industrial-zoned brick-and-mortar locations within city limits.

Rockford Mayor Tom McNamara said the program is designed to support the backbone of the city's economy.

Funding Aimed at Advancing Business Operations

Eligible projects may include costs tied directly to advancing business offerings, such as equipment upgrades, salaries, rent, marketing, and other operational needs.

Funds cannot be used for contruction or capital improvements, and the city will award loans on a competitive basis, using strict scoring criteria to assess project readiness and economic impact.

Initial funding will be offered as a 1:1 match up to $25,000. While the project may exceed $50,000, the maximum award is capped at $25,000.

Loans will be fully forgiven after five years if businesses remain operational, compliant with zoning and licensing, and maintain their presence in Rockford.

Application Window Opens December 1

The City of Rockford's Economic Development Department will administer the program and provide technical assistance. Businesses can learn more during an informational webinar on November 26, 2025, or by attending scheduled office hours throughout December.
