Did This Guy Smuggle Contraband, or Deliver Lunch on Live TV?

I guess there are a couple of different ways of looking at what you're about to see. There are two theories:

1) While Molly Line (on location outside the prison) and Greta Van Sustern (in the studio) are discussing the prison break at Clinton Correctional Facility in New York, live on TV, a guy casually crosses the street behind Molly Line and secures a bag of contraband to a somewhat hidden rope, which is then pulled up and over the prison wall.

Or...

2) All the same stuff as above, but instead of contraband, the man is delivering a bag of food and/or drinks to a guard tower directly above him.

So which one of the two theories is the correct one? I have absolutely no idea. I tend to lean toward lunch for the guys in the guard tower, but I really have nothing to base that on other than "C'mon, would someone smuggle illegal items into a prison right in front of live TV cameras?"
