You might be onto something if you thought there were more foreclosure signs in the area than normal. 

WREX - Rockford's eviction rate is triple compared to the state average. The group says a number of things can contribute to that from poverty to a lack of jobs. But one major contributor makes up 39 percent of evictions: when a landlord files for an eviction and no negative judgment is found.

It sounds like these numbers might be a bit inflated. I'm no realty expert but I think that last line in the quote up there means that if a tenant leaves on their own accord without being found guilty of anything it technically counts as an eviction. At least it is in the eyes of the legal system.

Inflated or not this isn't a great look for Rockford.
