  • Illinois Comptroller Leslie Munger says the state has five billion dollars with which to pay its bills, including non-appropriation items like debt and pensions and court ordered items.  But since the House failed to pass a Senate plan for a one-month budget, Munger and Illinois Attorney General Lisa Madigan are going back to the courts to get bills, and state workers, paid.
  • Lawmakers will return to Springfield after the Fourth of July holiday, and House members may affirm a Senate-passed bill to create an “essential services” budget for the month of July.  “The governor's the one playing politics here, because he refuses to talk about the budget. He just wants to talk about his Turnaround Agenda, which is really a Turn Back Illinois Agenda,” says State Rep. Lou Lang (D-Skokie), “and we're here to fight for those people who need us.”  Lawmaker pay has been a subject around the Capitol this week, with the governor vetoing their cost-of-living allowances.  “I'm going to check with my wife, but I'll tell you what: when we make that decision, we are not putting out a press release about it,” said an unhappy State Sen. Dave Koehler (D-Peoria) at a news conference about the budget fix. “Here we stood and talked about human suffering in our communities, and you want to make this about a political issue? How dare you.”  The House returns July 8; the Senate July 14.
